Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of the UNEP‘s Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. The Transport Unit of UNEP is looking for a Programme Management Assistant who will help in research and the implementation of the Sustainable Transport Project This post is located in the Economy Division/Transport Unit at the Nairobi duty station (http://www.unep.org/transport/). Under the overall supervision of the Head of the Transport Unit, and day-to-day supervision of the Programme Officer for Africa the incumbent will perform the following duties:

Responsibilities

Programme/Project Management Support: Assist in the coordination of programme/project planning and preparation work, carry out research activities, monitor status of and receipt of relevant documentation for review and approval, for Non- motorized Transport (NMT) and other substantive programme initiatives of the Transport Unit. Compile, summarize, and present basic information/data on NMT and other substantive programme initiatives of the Unit. Review project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identify inconsistencies; distributes project documents to relevant parties upon approval. Review budget revisions; verify availability of funds; ensure necessary approval. Compile, summarize and enter data on project delivery; draft related status reports, identifying shortfalls in delivery, budget overruns, etc., and brings to the attention of management. General Administrative Support Serve as focal point for administrative coordination of programme/project implementation activities, involving extensive liaison with donors/partners to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc. Provide general office assistance; respond to general information requests and inquiries; review, log and route incoming correspondence; set up and maintain files/records; organize meetings, workshops; handle routine administrative tasks, such as maintaining attendance records, assessing telephone billing, etc. Provide guidance/training to new/junior staff. Perform any other duties as may be assigned.

Education

High school diploma or equivalent. Post-secondary school education in social science field, environment, business and administration or related field is required. MUST have passed the United Nations Administrative Support Test (ASAT) or the Global General Service Test (GGST) at Headquarters or at Offices Away from Headquarters (OAHs).

Work Experience

A minimum of five years experience in programme/project management or a related area. Experience in the environment and/or sustainable development field is an asset. Experience in an international organization is highly desirable. Experience in programme/project management support is an asset.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
